For the cake:

Instructions:
- Preheat and prepare: Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
- Mix dry ingredients: In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add wet ingredients: Add the eggs, milk, oil, and vanilla extract to the dry ingredients. Mix on medium speed for about 2 minutes until well combined.
- Pour boiling water: Stir in the boiling water. The batter will be thin; this is normal.
- Bake the cake: Pour the batter evenly into the prepared cake pans. Bake for 30-35 minutes or until a toothpick inserted into the center comes out clean.
- Cool the cakes: Remove the cakes from the oven and let them cool in the pans for about 10 minutes. Then transfer them to wire racks to cool completely.
- Prepare the frosting: In a mixing bowl, beat the softened butter until creamy. Gradually add in the powdered sugar and cocoa powder, alternating with the milk or cream. Mix in the vanilla extract and a pinch of salt. Adjust the consistency by adding more milk or powdered sugar if needed.
- Assemble the cake: Once the cakes are completely cool, place one layer on a serving plate. Spread a layer of frosting on top. Place the second layer on top and frost the top and sides of the cake evenly.
